The Opinions proposed to promote the implementation of ultra-low emission transformation of coking enterprises (including semi-coke production). By the end of 2025, strive to complete the transformation of 60% of coking capacity in key regions; By the end of 2028, key regional coking enterprises have basically completed the transformation, and the country strives to complete the transformation of 80% of coking production capacity. Steel-coke joint enterprises that have completed ultra-low emission transformation should check the standards and tables, check the deficiencies and make up for the omissions, and ensure that the coking process meets the requirements of this opinion on time. "Opinions" clearly refers to the ultra-low emission of all production links (coal preparation, coke, coke quenching, coke treatment, gas purification, chemical products deep processing and other production links, as well as material product storage and transportation) of air pollutants organized emission, unorganized emission and transportation process to achieve ultra-low emission requirements. Control indicators and measures are as follows: The main indicators are as follows: in terms of organized emission indicators, the average hourly emission concentration of particulate matter, sulfur dioxide, nitrogen oxide, non-methane total hydrocarbon and ammonia in the flue gas of coke oven chimney is no higher than 10mg/m³, 30mg/m³, 150mg/m³, 100mg/m³ and 8mg/m³ respectively under the condition of the benchmark oxygen content of 8%. In terms of unorganized emission control measures, such as material storage, material transportation, production process, open liquid level and other unorganized emission sources, under the premise of ensuring safe production, effective control facilities such as airtight and closed are adopted to ensure that no visible smoke and dust can escape from dust production points and production facilities, and the factory is clean, no dust accumulation and no obvious odor. In terms of clean transportation, the proportion of clean transportation is not less than 80%; For enterprises that cannot reach it, all the automobile transportation parts adopt new energy or national six emission standard vehicles. The proportion of clean transportation of enterprises in key areas is less than 80%, and it should be replaced by new energy vehicles. The Opinions put forward four key tasks: First, we will optimize and adjust the industrial structure. It is strictly prohibited to add new coking capacity in key areas, promote the construction of new reconstruction and expansion projects at ultra-low emission levels, and promote the integration of steel and coke, mergers and acquisitions. Relevant departments in Shaanxi, Xinjiang and other provinces (autonomous regions) have formulated plans for the transformation and upgrading of semi-coke (Lanjiao) enterprises. Second, we will carry out ultra-low emission upgrading of existing enterprises in an orderly manner. Due to plant conditions, mature and applicable environmental protection technology is selected, source control is strengthened, VOCs whole-process governance is promoted, and clean transportation link transformation is strengthened. The third is to promote coordinated pollution reduction and carbon reduction in the coking industry. Guide the extension of the coking industry chain to high value-added fine chemical products, and promote the application of clean energy alternatives and existing mature pollution and carbon reduction technologies. Fourth, we will strengthen refined environmental management throughout the whole process. Highlight the transformation from end treatment to source treatment and refined management, strengthen the monitoring and monitoring of pollutant emissions, strengthen enterprise operation management, strengthen transportation management, and improve the management system.
